On Applications 12.1.6
Find after learner completes a class and Enrollment Status is "Attended" with Successfully Attended flag set, the competency is not getting assigned.

-- Expected Behavior
 Expect the competency to be assigned after the Enrollment Status is "Attended" with Successfully Attended flag set

 -- Steps
The issue can be reproduced at will with the following steps.
1. Oracle Learning Management Administrator
2. Catalog / Course / Learner Competencies
