Symptoms

Order import fails with error: No workflow has been assigned to this transaction type
and following errors observed
 FND_AS_UNEXPECTED_ERROR
 (PKG_NAME=OE_ORDER_WF_UTIL)
 (PROCEDURE_NAME=CreateStart_LineProcess)
 (ERROR_TEXT=User-Defined Exception)

 Workflow is assigned for both the order_type and the line_type.
