Symptoms
On Oracle Applications 12.2.3 Cloning the Applications tier errors as follows:
RC-50208: Exception in method TimedProcessProcess.run
Raised by oracle.apps.ad.util.TimedProcess$TimedProcessProcess: java.io.IOException: Cannot run program "$FMW_HOME/webtier/perl/bin/perl": error=2, No such file or directory

The issue can be reproduced at will with the following steps:
1. Run clone using RapidClone.
3. The error above occurs.
Changes
Upgrade Applications to 12.2.3 and run cloning.
