'Import Items' Concurrent Has Error 'INV_TEMPLATE_ERROR' After Upgrading From 12.0.x To 12.1.x Or Higher Version (Doc ID 1904430.1)

Symptoms

On : 12.1.3 version, Other Inventory Issues

After populating required records into table MTL_SYSTEM_ITEMS_INTERFACE(MSII) - using CATALOG_GROUP_ID and TEMPLATE_NAME/TEMPLATE_ID - while running the Import
Items program it completes with the following error message.

The error can occur when calling EGO_ITEM_PUB.process_item API as well.

The specified template_id and catalog_group_id in the interface table are valid value.

This error is occurring only after upgrading the system version from R12.0.x to R12.1.x or higher.
In 12.0.6 version this error was not occurring with same interface data.

The customer does not use Advanced Product Catalog(PIM) product, they just use Inventory(INV), Work in Process(WIP) products.

COLUMN NAME: TEMPLATE_NAME/TEMPLATE_ID
MESSAGE NAME: INV_TEMPLATE_ERROR
ERROR MESSAGE: The TEMPLATE_ID or TEMPLATE_NAME specified is not a valid template.

Reproduce Steps:

The issue can be reproduced at will with the following steps:
1. Enter required data with CATALOG_GROUP_ID and TEMPLATE_NAME/TEMPLATE_ID in the mtl_system_items_interface table
2. Navigate to Inventory responsibility: Items> Import> Import Items
3. Run the Import Items program
4. Concurrent completes with error
