R12: PA_PROJECT_PUB.update_task No Longer Working for funded Tasks or Top Tasks After Patch Application.

Symptoms
On : 12.1.3 version, Public API's
Since PAPMPRPB.pls has been moved from 120.75.12010000.80 to 120.75.12010000.92, the API pa_project_pub.update_task is failing with the error :

API Error while updating Project Task: Y: You cannot move the task 'XXXX' because the destination or source top task has a baseline funding. (PA_BASELINE_FUNDING_EXIST)
Note 1 : The error is misleading as the aim of the api is not to move the task but for example to update an attribute of the task.
Note 2 : There is no error while saving manually a new value to the attribute in forms.
Note 3 : There is baseline funding only on the parent task, top tasks of these lower tasks.
