Promise Date Not Defaulting After Schedule Ship Date Update (Doc ID 1904924.1)

Symptoms

On : 12.1.3.2 version, Transaction Entry

ACTUAL BEHAVIOR
---------------
You setup a dependency between Schedule Ship Date and Promise Date in OE_Dependencies_Extn Defaulting Hook API
However, Promise Date (PD) is not defaulting from Schedule Ship Date (SSD) on the line when warehouse is not populated on the line.
If they first populated the warehouse on the line, then book the order, the OD defaults OK from SSD.

EXPECTED BEHAVIOR

Expect that the PD would default form the SSD value since it works OK if a warehouse is populated on the line

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setups:
You setup a dependency between Schedule Ship Date and Promise Date in OE_Dependencies_Extn Defaulting Hook API
Also, the System Parameter for "Promise Date Setup" = Manual Entry
2. Order Management Responsibility
3. Sales Orders > Entered Order 
4. Navigate to line level > entered the line > there is no warehouse on the line (since it comes from Sourcing Rule).
5. Book the order > see that SSD gets populated OK, but PD value is not defaulting from SSD

BUSINESS IMPACT

Due to this issue, users cannot default the PD correctly from SSD.
