ECO Created Via Mass Change is Adding Duplicate Component Record

On Applications 12.1.3
Find that there are duplicate components on some bills of material. Manually updating the source bill creates duplicate component record in the common bill. This happens after performing a mass change to update component material control in the child organization common bill.
-- Expected Behavior
Expect that the application would not enable a component with disable date populated by a change order.
The issue can be reproduced at will with the following steps.
1. The bills are created and commoned to the child organizations with Enable Attributes set to Yes.
The check box may also be done after the bill is common to the child org.
2. A mass change, was done in the organization where the BOM is common to update the WIP Supply Type from Push to Bulk.
3. Now change organizations to the source organization and view the same BOM.
4. Manually change the WIP Supply Type from Operation Pull to any other value.
