Workflow Activity Hold Error - Hold On Workflow Activity Pick Line Is Not Applicable to any of the selected records

You are trying to put a Pick Release hold (i.e Workflow Activity = Pick Line), after booking of SO , on a Model Item but the following error occurs:
Hold on workflow activity Pick Line is not applicable to any of the selected records.
1. Responsibility: Order Management Super User (OM)
2. Orders Workbench -> Enter Sales Order Header & lines with Model Item -> Book Sales Order.
3. Apply Hold (where Hold Workflow Activity = Pick Line)
4. Hold is not applied to the Model Item ->
Message Appears: Hold On Workflow activity Pick Line is not applicable to any of the selected records.
