Depot Repair: Unable to Create WIP Job - Error 'Generate Jobs has failed.' or WIP Mass Load request did not complete successfully (Doc ID 1904983.1)

Symptoms

When attempting to create WIP Jobs, programs WIP Mass Load program is giving a warning and Depot Repair WIP Job submission errors out.

Or users may get an error in the Submit Jobs form.

ERROR

. In Forms => 'Generate Jobs has failed.'

. In program => WIP Mass Load request did not complete successfully.

STEPS
-----------------------
(R) Depot Repair Manager
(N) Repair Orders

 - Create SR for Depot Repair
 - Create Repair Order
 - Go to Repair Jobs tab
 - Click Create Jobs
 - Enter the WIP classification code and select 'Do not Specify Bills and Routings' (radio button)
 - Click 'Submit Jobs' button

=> Error message appears on the screen.
  Or WIP Mass Load giving Warning and Depot Repair Job Submission program error out.
