Sourcing Award Approval Fails With Internal Error and ORA-06502 (Doc ID 1905100.1)

Symptoms

On : 12.1.3 version, Auction/RFx creation

When attempting to submitt an RFQ for award to supplier the following error occurs.

Error:
java.sql.SQLException: ORA-06502: PL/SQL: numeric or value error: character string buffer too small
ORA-06512: at "APPS.PON_AWARD_APPROVAL_PKG", line 2175
ORA-06512: at line 1

An internal error has occurred. Please contact System Administrator.

FND log shows ame_engine.fetchAttributeValues Attribute ::: LINE_CATEGORY(11509),error:ORA-06502: PL/SQL: numeric or value error: character string buffer too small

Replication Steps:
The issue can be reproduced at will with the following steps:
1. Login sourcing
2. Negotiations - Find RFQ
3. Submit for approval
