Planning Fails When Include Port of Discharge (Doc ID 1905731.1)

Symptoms

Customer includes a "Port of Discharge" on their order release. The Itinerary has no arbitraries configured (i.e. no VIA points). The Order Movements created from this Order Release fail to plan with the following error:
