Internal System Error When Trying To Duplicate The Standard Check Format (Doc ID 1905792.1)

On Oracle Applications 12.2.3 version, Pmt PayReports PBatch & Prepay,
getting error message when trying to create the XML Publisher template and
cannot duplicate the standard check format when creating a new template resulting in the following error:

Internal system error occurred-- please contact the system administrator.

The issue can be reproduced at will with the following steps:
1. Payables Manager Responsibility and go to Setup/Payment Administrator.
2. Query the Standard Check format template.
3. Try to duplicate the standard check format by clicking on the duplicate icon and then apply button.
4. Giving the error – Internal system error –please contact the administrator.
