Symptoms

On : 12.2.3 version, ISSUES WITH FUNCTIONALITY OF AD UTILITIES

When attempting to start AdminServer the following error occurs:

Starting server AdminServer ...
Error Starting server AdminServer: weblogic.nodemanager.NMException: Exception while starting server 'AdminServer'

The issue can be reproduced at will with the following steps:
1. Start AdminServer
