Adadminsrvctl.sh Doesn't Start WLS Server (Doc ID 1906205.1)

Symptoms

Working through <Document 1594274.1> and <Document 161746.1> for a 12.2.3 upgrade.

After completing doc 1594274.1 it is required to start the admin server to apply AD.C.Delta4 and TXK.C.Delta4. The admin server does not start and it returns status 0 as follows:

[oratest-oratest cache_dir]$ adadminsrvctl.sh start

You are running adadminsrvctl.sh version 120.10.12020000.2

Enter the WebLogic Admin password:
Enter the APPS Schema password:
Starting WLS Admin Server...
Refer $INST_TOP/logs/appl/admin/log/adadminsrvctl.txt for details

adadminsrvctl.sh: exiting with status 0

The log shows the following:

Starting server AdminServer ...
Error Starting server AdminServer: weblogic.nodemanager.NMException: Exception while starting server 'AdminServer'
