Item Property Values Not Populating Correctly In CZ Tables (Doc ID 1906338.1)

Symptoms

On : 12.1.3.31.8 version, BOM Populate and Refresh

ACTUAL BEHAVIOR
---------------
After running the Refresh Configuration Items Concurrent Program, Configurable Items brought into CZ models do not contain the expected Property Values. It appears that the Item Ids are referencing old data from items that no longer exist and a similar issue was experienced in previous Service Requests. This issue is happening in both TEST and PROD instances.

EXPECTED BEHAVIOR

Expect that after running the Refresh Configuration Items Concurrent Program, Configurable Items brought into CZ models will contain the expected Property Values.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Order Management Responsibility,
2. Navigate to Item Master,
3. Create Configurable Items with Properties,
4. Include the Items in the BOM,
5. Run the Refresh a Single Model concurrent program,
6. Notice that the Properties are not included in the Model in OCD.
