"Generate Sourcing Rules and ASLs from Blanket Agreements" triggered Automatically is not generating Sourcing Rules and ASL's for all Operating Unit associated to the Global BPA.

Steps to Replicate :
==============
Create a GBPA and assign to more than one Operating unit.
While Approving , choose the option "Enable Automatic Sourcing" and "Update Existing Sourcing Rules and Assignment"
Run Workflow background process.
It triggers "Generate Sourcing Rules and ASLs from Blanket Agreements" concurrent program for one operating unit only and the ASL is not created for the other operating units.
