Unable to View Plan Name in the Appraisal Summary Report from Manager Self Service (Doc ID 1907470.1)

Symptoms

On : 12.1.1 version, Manager Views (Performance Tab)

Manager not able to find the plan name in Appraisal summary report from Manager self service. Only Plan administrator is able to see the plan names

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Go to Manager self service
2. Click on Performance Management
3. Select Appraisal Summary report
4. Search for plan name
