Symptoms
Reports are erroring out while parsing with the Excel template due to special characters present in the data. A sample of the error is as follows:
XML page cannot be displayed
Cannot view XML input using XSL style sheet. Please correct the error and
then click the Refresh button, or try again later.

This can be re-produced with the following steps:
1. Run an XML Report that has special characters in the data.
