Cannot Open Notification For Withdrawn Purchase Orders (POs) (Doc ID 1907643.1)

Symptoms

After opening an in process Purchase Order (PO) in the Buyer Work Center and selecting "Withdraw" the user can delete the PO when it becomes INCOMPLETE.  
Then when attempting to open the FYI notification "Standard Purchase Order xx has been Withdrawn" the following error occurs:



Steps:

1. Raise a PO XX and submit it for approval
2. Withdraw the PO
3. The PO is incomplete
4. Delete the PO using the delete function
5. Try to Open the notification "Standard Purchase Order XX has been Withdrawn"
6. Get the exception above
