Create Accounting does not create Proper Accounting Entries in case of Multi Period Accounting (MPA) (Doc ID 1908076.1)

Symptoms

 When the create accounting is run for MPA Accounting, the create accounting does not crate accounting entries. You may see

1. The related XLA event having event_status_code = P and process_status_code = P

2. There is data in xla_ae_headers but accounting_entry_status_code 'I' or 'R'

3. Some time in addition to point 1 and point 2 we also have seen code_combination_id = -1 in xla_ae_lines for these xla_headers.
