Cannot Collate And Print an E-Record - getting error : Given language_code not found in fnd_languages :null (Doc ID 1908514.1)

On : 12.1.3 version, OA Framework Forms

User cannot Collate and Print E-Record
User can access the E-record  link but receive error message below when trying to collate and print.
All e-record information and details appears to be there and user has verified that they are correct.
This is happening to all the Events, related to the most of the Modules (WIP,Quality and few more).
E-signature is working fine and Records are correct.
Note: This issue was against an Upgrade Environment from R12.0.6 to R 12.1.3.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Go to ERES-Administrator->Evidence-store-> choose a Given E-record id and Click Go:
Event name displays and e-records looks fine.

3.But when User tries to to Collate and Print E-records Displaying he is getting error Message.(Given language_code not found in Fnd_languages:null)
