OTM Agent Not Working Although Active

Symptoms
Customer tests an agent & confirms that the agent was being called in the workflow. Then they tried to modify the agent from a role in which
modification is not allowed.
Error: Could not modify agent is seen in the Agent UI. Then they try to trigger the agent and observe that the agent was not called. The agent is
still active but it was not being called in the workflow. It appears that the action of trying to finish the agent from a role in which
it can not be modified does something internally so that although the agent is active yet it does not work.
Later they edit & click on finish of the the agent from DBA.ADMIN. After this it is again being called in the workflow
