Symptoms
On : 12.1.3 version, Installation Issues
When trying to assign a translation value to a journal source or category, the following error is displayed.
Can assign translation to values in other forms, e.g. flexfield values.

APP-FND-01564: ORACLE error 1403 in fdxmlcrc
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Use GL Setup responsibility
2. Navigate > Setup > Journal > Sources or Categories
3. Query Source or Category to add translation
4. Click on Translation icon or use menu item. Error message appears.
Changes
New languages were added in Oracle Application Manager.
