Why Does System Allow to change the Value of the Configuration Variable ‘Production Functionality’ From ‘No production values’ to ‘All production values’ For ‘Payables Invoice Approval’ Transaction Type causing Parallelization error? (Doc ID 1910237.1)

Goal

Why does system allow to change the value of the configuration variable ‘Production Functionality’ from ‘No production values’ to ‘All production values’ for the transaction type ‘Payables Invoice Approval’ which causes Parallelization error?

On trying to revert back, system throws the error "Ensure you do not change the production functionality value lower than the current value."

If this configuration variable change causes Parallelization issue for this transaction type, then system should either allow one to revert back the changes or not allow such configuration change in the first place causing parallelization error and then requiring to apply the datafix using Doc ID 338508.1?
