Symptoms

On : 12.1.3 version, US Payroll Year End

ACTUAL BEHAVIOR
---------------
Using the International address form, they are able to set up a non-primary address for terminated employee's. This is causing random addresses to be picked up when processing the W2's

EXPECTED BEHAVIOR
-----------------------
The W2's to only use the employee's address that is on the record but the system should not allow a non-primary address whether active or terminated employee

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. This is happening for terminated employee's only
2. They are able to set up a non-primary home address
3. When processing the W2's, the system is using random addresses when the ex-employee is set up with no primary home address

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot issue W2's for terminated employee's and expect that the system is using that employee's address
