Using the International address form, able to set up a non-primary address for terminated employee's. This is causing random addresses to be picked up when processing the W2's

The W2's to only use the employee's address that is on the record but the system should not allow a non-primary address whether active or terminated employee

The issue can be reproduced at will with the following steps:
1. This is happening for terminated employee's only
2. They are able to set up a non-primary home address
3. When processing the W2's, the system is using random addresses when the ex-employee is set up with no primary home address
