Actual Qty Increasing In OPM Batches After WIP Return Transaction Is Done (Doc ID 1910414.1)

Symptoms

On : 12.1.3 version, created a batch and issue ingredient through WIP Issue. The quantity was 2500. Then made a return of 500 qty as WIP Return transaction.
However, finding that the actual qty became 3000. This is also happening for WIP By product Completion and its return transaction.

ACTUAL BEHAVIOR
---------------
Find that actual qty became 3000. This is also happening for WIP By product Completion and its return transaction.

EXPECTED BEHAVIOR
-----------------------
Expectation is that the actual qty will be 2000 ( 2500-500) .

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Created a batch and issue ingredient through WIP Issue.
2. Made a return of 500 qty as WIP Return transaction.
3. Finding that the actual qty became 3000.
