Trace file show performance with the following select statement

 

The performance issue is seen after applying patch 18636732:R12.PO.B PDOI CONSOLIDATION PATCH FOR 12.1.3+
or any patch that delivers  PO_PDOI_LINE_LOC_PROCESS_PVT.plb version 120.26.12010000.32  - 120.26.12010000.35
