Periodic Cost Update Fails With: No Open Period Found For Date Entered

Periodic Cost Update interface transactions fail in the transaction open interface (TOI / MTL_TRANSACTIONS_INTERFACE - MTI as well as MTL_TXN_COST_DET_INTERFACE) with the following error.

The Periodic Cost Update should NOT require an open inventory period (in ORG_ACCT_PERIODS) but should use the periodic accounting period (CST_PAC_PERIODS).

Note : For example, one customer was receiving this error after working with PAC since 2008. The Customer updates Periodic Cost Update for closed inventory periods.  The update is taking place in the master organization for which customer never opened any period. Customer notes: "Transaction open interface is Periodic Cost Update which should evaluate the transaction date against the periodic period and not the inventory period."

No open period found for date entered.

(Error code: INV_NO_OPEN_PERIOD)

1. Insert records into the interface (MTL_TRANSACTIONS_INTERFACE and MTL_TXN_COST_DET_INTERFACE)
2. Run Periodic Cost Update
3. Find that the transactions fail in error
