Service Contract Created Via Import Do Not Have Consistent Billing Schedule

On : 12.1.3 version, Contracts Billing/Termination
ACTUAL BEHAVIOR
When creating a contract by import with only 1 line and multiple sublines with various duration, billing schedule do not generate properly on line level, which can cause a contract to be overbilled.
EXPECTED BEHAVIOR
Expecting the period start date same as invoice date default.
STEPS to Reproduce
This can be reproduced with following steps:
1. create a contract with 3 Years line duration; then for each year create a new subline
2. populate the interface tables with data for such contract and put following values on line level:
billing_interval_duration = 1
billing_interval_period = 'YEAR'
recur_bill_occurances = 3
3. add 3 covered sublines with 1 year duration each
4. perform the import.
==> check the imported contract => it has on subline level the full line duration which is incorrect
