DEA Deductions Are Incorrect (Doc ID 1911805.1)

Symptoms

On : 12.1.3 version, UK Payroll

ACTUAL BEHAVIOR
---------------
Have applied the <Patch 18333366> into a test environment. The calculations are not working as expected.
Employee is on a payroll which has a period type of Lunar Month which in effect is a 4 weekly payroll. The calculation seems to be using the total 4 weekly amount as a weekly value and is therefore calculating the incorrect value.

Example:
What is currently happening is:

DEA Attachable Earnings - £695.55
Weekly Earnings - £173.8875
Deduction % - 5%
£695.55 x 5% = £34.7775
Total Deduction for period = £34.7775 x 4 = £139.11


EXPECTED BEHAVIOR

For example, what I would expect to happen:

DEA Attachable Earnings - £695.55
Weekly Earnings - £173.8875
Deduction % - 5%
£173.8875 x 5% = 8.6943
Total deduction for period = £8.6943 x 4 = £34.7772


STEPS

The issue can be reproduced at will with the following steps:
1. Attach DEA to an employee
2. Run payroll


BUSINESS IMPACT

The issue has the following business impact:
Incorrect DEA deductions are being taken incorrectly. This means that our payroll department will have to continue to process approx 1000 DEA attachments manually.
