Technician Portal Not Updating Issued Material To Zero After Transaction (Doc ID 1911852.1)

Symptoms

On : 12.1.3 version, Repair Execution

ACTUAL BEHAVIOR
---------------
When issue a material in Repair Execution tab in Technician Portal, the QTY to issue field does not always set to Zero.
This can be seen for both Main Assembly of the Job and also Components issued at a later Operational step.

EXPECTED BEHAVIOR
-----------------------
Expect the Qty to Issue to be set to zero after the material has been issued.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Go to Repair Technician Portal page, create job with Material
2) Open WIP->Material Transactions-> WIP Material Transactions form
3) Transact the material to the job
4) Re-query the repair order in Repair Technician Portal page, the
Qty To Issue still remain the same.
