Running OUI CLI Home Cloning Errors With Registration Driver regclone.drv File is Missing (Doc ID 1911885.1)

On Oracle Applications 12.1.3 version, Rapidclone,
when attempting to run, the following error is reported in the applyappstier log:

Registration Driver not available
Using default registration.
