Cannot Search Install Base Instance When Context Value Field Contains a Value In Advanced Search Screen

Information in this document applies to any platform.
Using Advanced Search in Install Base User responsibility to search for instances using Descriptive Flex Field (DFF) values does not return any data.
If DFF Context Value is not set then search finds instance as expected
Expect to be able to use DFF values as search criteria
Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Install Base User responsibility
2. Oracle Installed Base > Advanced Search (or Personalize button)
3. Enter search criteria including Context Value
