New PC BI Publisher Desktop Installed, But Not Working

Symptoms
On 5.6.3 version, E-Business Suite Specific,
A new PC with BI Publisher desktop installed, but it's not working.
A new laptop. it's windows 7 (64bit). Installed BI Publisher (same version used for years) to support changes for EBS 12.1 Applications. but when one tries to use any of the BI Publisher add-ins, getting the following two error messages:
Cannot load and object because its not available on this machine
Then the following error:
The macro cannot be found or has been disabled because of your macro security settings
Tried all sorts of suggestions found on the web, and nothing is working.
