Can Not Submit Shipment On LCM Window (Doc ID 1913382.1)

On : 12.1.3 version, Shipment Workbench

When attempting to submit shipments on LCM window, the following error occurs.
Now the issue occurs for all user. Cts have just conducted test using other ID and same issue occurs.
Other requests,window works correctly. The issue occur for LCM submit only.
They have been using this function since the beginning of May, but haven't seen any issue till May 19 and we haven't made any setup change.
Proxy error still happens after db instance restart.
But wait event of DB changes from " Disk file operations I/O" to "db file scattered read".

Request could not be processed . Invalid response received by proxy or gateway server
