Inbound Manual Drop Page Creates Pending Transaction Even When The Drop Transaction Is Cancelled (Doc ID 1913443.1)

Actual Behavior
MSCA Manual Drop page creates pending transaction even when the Drop transaction is Cancelled.

Expected Behavior
Users re not completing this transaction and clicked on Cancel button, there should not have any record in MTL_MATERIAL_TRANSACTIONS_TEMP for this LPN

Steps
The issue can be reproduced at will with the following steps:
1) Open Manual Drop MSCA page
2) Enter LPN
3) Enter Destination Location (Sub Inventory / Locator)
System creates a pending transaction (Move order Transfer)

4) Now instead of clicking Drop full LPN button, click on Cancel button. However pending transaction in the previous steps does delete.
