Change the User Password in FNDSCAUS form, user Able To Login, But FND_USERS Table LAST_LOGIN_DATE Not Updated (Doc ID 1914234.1)

Symptoms

On Oracle Applications 11.5.10.2 version, Basic SysAdmin functions, maintenance

Actual Behavior
When changing the user password in the user define form by sysadmin, the user is able to log in, but in the FND_USERS table, the LAST_LOGIN_DATE is not updated.

Expected Behavior
When changing the user password in the user define form by sysadmin, user able to login, but in the FND_USERS table, the LAST_LOGIN_DATE will be updated.

The issue can be reproduced at will with the following steps:
1. Change the password within the uder define form as the sysadmin user.

The issue has the following business impact:
Due to this issue, in FND_USERS table LAST_LOGIN_DATE will not update.
