Newly created employees Are Not Included In NACHA File/Report

On : 12.1.3 version, US Payroll - General
processing runs, prepayments and NACHA's for employees that are ina newly created org and payroll. The employees have the magnetic transfer attached to there assignment, however, when I run the NACHA file, the NACHA process does not include any employees. The log file for the NACHA processes says that an assignment processed successfully, however, the output for the NACHA file and report are blank.
All employees regardless newly added or existing should all be included into the NACHA report.
The issue can be reproduced at will with the following steps:
Customer is testing RUP7 upgrade;
Customer created new organization and payroll, then conducted the follow steps:
1. created new employee for the new org and new payroll;
2. run payroll process and prepayment process without error;
3. NACHA process without error. but report and output file shows no records for newly created employees;
4. There is no issue for the existing employees added into this new org and new payroll.
The issue has the following business impact:
Due to this issue, users cannot pay newly added employees with direct deposit.
Applied R12 RUP7; created new organization, created new payroll in this new organization, moved existing employees to this new payroll; created new employees in this new organization + new payroll.
