Import Catalog Items Errors with Item number does not correspond to a valid Inventory Item in the passed-in Organization (Doc ID 1916290.1)

On Applications 12.1.3:
When attempting to create an item with attribute values, using the Import Catalog Items program, the following error occurs.

EGOICI module: Import Catalog Items

Entity: ITEM_USER_ATTRS_ENTITY_CODE. Table Name: EGO_ITM_USR_ATTR_INTRFC.
Item number "123456" does not correspond to a valid Inventory Item in the passed-in Organization.

 -- Steps
The issue can be reproduced at will with the following steps.
1. Populate interface tables MTL_SYSTEM_ITEMS_INTERFACE and EGO_ITM_USR_ATTR_INTRFC
2. Run the Import Catalog Items program
3. Get error
