Goal

In an upgrade from 11i to 12.2.4, when it is about to apply R12.HR_PF.C.delta.4,
one would like to know if he can NOT use 'on-line patching', and instead use the downtime mode that is :

adop phase=apply patches=17050005 apply_mode=downtime
