Symptoms

There are many uncosted material transactions in mtl_material_transactions.  Transaction with min(transaction_id) that have uncosted_flag N, then it has the following data;

TRANSACTION_TYPE_ID=44 -- WIP Completion
TRANSACTION_SOURCE_TYPE_ID=5 -- Work Order
TRANSACTION_SOURCE_ID=1199085 -- Wip Entity Id
REQUEST_ID=5672597 -- Request ID of WIP Move Transaction Worker

ERROR
Following message is shown on WIP Move Transaction Worker log.

STEPS
The issue can be reproduced at will with the following steps:
1. Run WIP Move Transaction Worker and Cost Manager.
