ServiceExecutionError Received when Invoking a given EBS SOA Gateway Web Service (Doc ID 1917274.1)

On R12.1.3, when invoking CREATE_VENDOR PL/SQL based web service, the following error is encountered:

Other PL/SQL based web services can successfully be invoked.

SOALog.log generated as per doc 828753.1 shows the below information:

Caused by: org.collaxa.thirdparty.apache.wsif.WSIFException: file:/u02/TEST/inst/apps/TEST_xxxxx/soa/PLSQL/4238/CREATE_VENDOR.wsdl [ CREATE_VENDOR_ptt::CREATE_VENDOR(InputParameters,OutputParameters) ] - WSIF JCA Execute of operation 'CREATE_VENDOR' failed due to: Error while converting to a Java object.

Unable to convert the XSD element VENDOR_ID whose SQL type is NUMBER and JDBC type is NUMERIC. Cause: java.lang.NumberFormatException: Not a valid char constructor input  ?
