ServiceExecutionError Received when Invoking a given EBS SOA Gateway Web Service (Doc ID 1917274.1)

Symptoms

On R12.1.3, when invoking CREATE_VENDOR PL/SQL based web service, the following error is encountered:

Error:

FND_SOA_SERVICE_EXECUTION_ERR

oracle.apps.fnd.soa.util.SOAException: ServiceExecutionError: Error while executing the service Exception returned from JCA Service Runtime. Exception returned from JCA Service Runtime. null at oracle.apps.fnd.soa.provider.services.jca.JCAHandler.handleRequest(JCAHandler.java:135) at oracle.apps.fnd.soa.provider.SOAProvider.processMessage(SOAProvider.java:366) at oracle.j2ee.ws.server.provider.ProviderProcessor.doEndpointProcessing(ProviderProcessor.java:958)

Other PL/SQL based web services can successfully be invoked.

Caused by: org.collaxa.thirdparty.apache.wsif.WSIFException: file:/u02/TEST/inst/apps/TEST_xxxxx/soa/PLSQL/4238/CREATE_VENDOR.wsdl [ CREATE_VENDOR_ptt::CREATE_VENDOR(InputParameters,OutputParameters) ] - WSIF JCA Execute of operation 'CREATE_VENDOR' failed due to: Error while converting to a Java object.

Unable to convert the XSD element VENDOR_ID whose SQL type is NUMBER and JDBC type is NUMERIC. Cause: java.lang.NumberFormatException: Not a valid char constructor input  ?
