ORA-28759 When Attempting To Resolve OKC_XPRT_CZ_INT_PVT Procedure batch_validate Error (Doc ID 1917489.1)

Symptoms

On : 12.1.3.31.8 version, Batch Validation

When attempting to complete a Contract, the error "OKC_XPRT_CZ_INT_PVT Procedure batch_validate" is generated. This occurs for all models. To resolve this issue, the administrator attempted to correctly configure the Oracle Wallet as described in the Doc ID 1051802.1. However this configuration attempt resulted in the following error message:

ORA-29273: HTTP request failed
ORA-06512: at "SYS.UTL_HTTP", line 1722
ORA-28759: failure to open file


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open a Contract Document
2. Add clauses using the contract expert
3. Choose 'Validate' from the Actions dropdown list and click Go.
4. Batch Validation error message is generated.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot test in UAT nor in Production instance. Oracle Contracts will go live this weekend but not without this functionality. This is a show stopper.
