Tax Is Not Getting Calculated For One Time Locations On Requisitions And Purchase Orders (Doc ID 1917827.1)

Goal

After upgrade from 11i to Release 12.1.3, it is observed that Tax is not getting calculated for one time locations on Requisitions and Purchase Orders.

On creating requisition, select Tax Classification code and in the Edit Lines update the One Time address, then during check out expect to see Calculated Tax, but tax is showing "0" on 'Checkout: Review and Submit Requisition' page

This issue is only happening with One Time location. Remaining locations are working as expected.

What steps are required for the Calculated Tax?

Steps To Reproduce
1. Create Requisition.
2. Select Tax Classification Code
3. In either the 'Checkout: Requisition Information' page or Edit Lines page of the checkout process, update defaulted Deliver-to Location to 'One Time Location'.
4. Complet checkout, on  'Checkout: Review and Submit Requisition' page  expect to see calculated tax
    - Tax is showing "0"
