Pricing Agreement: Can Save Agreement Without Populating Price List

In the Pricing Agreements form, under Pricing tab, Price List Type and Price List are required fields.
However, if you enter in a Price List Type and NO price list, and save, the Agreement is saved.
AND if you go back and search via the form for the agreement, it is not found.
But you can see the agreement is there in the table, oe_agreements_tl.

Expect not to be able to save the agreement without populating the required this case Price List.

The issue can be reproduced at will with the following steps:
1. Login as Oracle Pricing Manager
2. Pricing Agreements
3. Enter Agreement Name, Customer, Cust Number
  then under Pricing tab
  Enter Price List Type = Standard Price List
  Mutli-Currency Conversion
4. Save
5. Now query the agreement in the cannot see it.
6. But via sqlplus you will find it is in the table -
  select * from OE_PRICING_CONTACTS_V where agreement_name = '';
  select * from apps. oe_agreements_tl where agreement_id in ;
