Equipment Remark Cannot Be Deleted via Integration

Symptoms
When attempting to delete are Remark Qualifier that has a transaction code of 'D' for the child element, it is seen that that the Remark is not deleted or removed but will be updated.
-- Steps
The issue can be reproduced at will with the following steps.
1. Create an Equipment that has a Remark Qualifier ID and Remark Text
2. Upload the Xml that has a Parent Transaction Code of 'U' and then Remark of 'D'
3. See that the Remark Qualifier is updated rather than deleted.
