Not Able To Backorder Over Picked Qty For A Over-Shipment Tolerance Scenario (Doc ID 1919002.1)

Book a Sales Order(SO) with 100 Qty and overshipment tolerance at SO line level as 30%.
Transact Move Order for 130 qty.
In Shipping Transactions form, enter Shipped qty as 125 and 5 qty to be backordered.
Get following error - "There is no remaining unshipped requested quantity to backorder"

Try to ship all the picked qty (e.g. 125 or 130) and system allows it to ship.

However,  it doesn't allow an incremental shipment within the over-ship tolerance, which means it cannot backorder 5 qty when shipping 120 qty out of 125 picked qty

Try to move 125 qty to Staging area and try to ship any quantity >= 100 and <125 then remaining qty (125 - Shipped qty) is not backordered due to system error ("There is no remaining unshipped requested quantity to backorder"). As per incremental shipment functionality in R12.1.1, system should allow backorder for any excess qty that is picked but not shipped.

Why system is not allowing backorder for 5 qty if goal is to ship only 125 qty out of 130 picked qty?
