In CLM iProcurement the View Cart And Checkout Button Shows Twice (NOTE: Fix also includes new FYI notification for Cancel Failure during Amendment)

In 12.2.3 CLM iProcurement
"View Cart and Checkout" button shows twice in the Shopping Cart region near the upper right corner of the Non-Catalog Request page after add to cart.

1. Navigate to CLM iProcurement
2. Clear the cart, if any
3. Shop --> Non-Catalog Request
4. Create one line and add to cart
See that the View Cart and Checkout button shows twice

NOTE: The Checkout action can be done only using the second button, not the first button.

This is confusing and not intended for users to see two buttons.
