Retrieve User Record Takes Longer Time With FNDSCAUS (Doc ID 1919906.1)

Actual Behavior
After upgrading the E-Business Suite (EBS) from 11i (11.5.10) to R12 (12.1.3), enabled with Oracle Application Manager (OAM) for single sign-on.  When a user record that is linked with the Oracle Internet Directory (OID) user is retrieved from the EBS user maintenance form (FNDSCAUS), it takes a long time to retrieve the record (~15 second).  For other user, the record can be retrieved within a second.

Expected Behavior
Expect to retrieve the record quicker.
