No Results are Found When Searching for an Inactive Customer By 'Account Number' in Oracle Customers Online Data Librarian (ODL)

You are unable to search for inactive customers in Oracle Customers Online Data Librarian (ODL).
The same inactive customer can be queried in a Receivables Customers Search page.
Steps to Reproduce:
Responsibility: Oracle Customers Online Data Librarian Superuser
Navigation: Customers > Organizations subtab
In the Customer Search page, enter the Account Number
The search returns with 'No results found'
